Many Pacific Palisades residents are displaced after the Palisades Fire destroyed their homes, and announcements regarding the Coastal Commission hearing on October 8 may not have been mailed or received in a timely manner. The project on the agenda, a remodel of Gladstones, which began in 2018 and has essentially been dormant since 2021, had questionable language. A bus turnaround was described as a bus transit station, which could trigger SB 79. There was also no mention of a traffic study or hours of operation or why the County approved a 12,500 sq. ft. facility and Coastal Commission is being asked to approve a 17,712 sq. ft. building. (Gladstones is currently 10,183 sq.ft.).

Re: REQUEST WAIVER OF PERMIT STREAMLING ACT – CDP No. 5-24-1045 (PCH Beach Associates, LLC; LACDBH; State Parks) – Gladstones Project CDP Hearing 10/8)
Dear Supervisor Horvath and Senator Allen:
As you know, Pacific Palisades Community Council (PPCC) has requested a postponement of the Coastal Commission hearing of the above-referenced matter, at least until its November meeting, to allow for promised outreach to the Palisades community.
We are extremely concerned to learn now that due to application of the Permit Streamlining Act (PSA) the Gladstones CDP may be deemed approved unless the Commission acts by November 5, 2025. We do not know when the Commission will meet in November, but it is possible the meeting will not be scheduled until after November 5, 2025.
We also understand that the provisions of the PSA may be waived by the applicants for a period of 90 days.
The PPCC Executive Committee, acting on behalf of the Board in accordance with PPCC’s bylaws, therefore respectfully urges Supervisor Horvath and Senator Allen, under their respective authorities, to facilitate an agreement by the applicants (County Beaches & Harbors and its concessionaire, PCH Beach Associates, LLC – Supervisor Horvath; and California State Parks – Senator Allen) to waive the PSA to allow for a much needed and previously promised meeting with the community, including a full briefing about the plans for Gladstones and answers to residents’ many questions and concerns – in order to in turn allow for a postponement of the Coastal Commission hearing and action by the Commission on the CDP application before expiration of the deadline imposed by the PSA.
We strongly agree with the following statements to the Commission by Councilwoman Traci Park: “The Coastal Act makes clear that the public has a right to fully participate in decisions affecting coastal planning and development (Pub. Res. Code § 30006), and it directs the Commission to “provide maximum opportunity for the public to participate” in such decisions (Pub. Res. Code § 30339). We believe additional effort is needed to satisfy these requirements.”
Supervisor Horvath and Senator Allen: We respectfully request that you act on our request today, and that an agreement by the applicants to waive the provisions of the PSA for the above purposes will be reached without delay.
