JUVENILE ACTIVITY: E-Motorcycles and Fireworks.
LAPD Senior Lead Officer Brian Espin reported at the November 14 Pacific Palisades Community Council meeting that a task force had been assembled on November 8 in response to complaints about juveniles recklessly driving e-bikes on the streets and sidewalks in Pacific Palisades.
“We issued four citations and impounded one of the motorcycles,” Espin said.
Also, in response to fireworks that were fired on Halloween near Tahitian Terrace, Espin said that one of the juveniles had been identified with help of Palisades Charter High School and had been contacted by LAPD.
“We’re taking this seriously,” Espin said.
On November 21, Espin also sent out a notice “I am reaching out to our surrounding neighbors and community to educate everyone on the current issue of multiple electric motorcycles and electric bikes that are being ridden around the community in a reckless manner.
“Surron’s, Talaria (electric motorcycles) and others are intended for off-highway use only and must be registered with the DMV as an off-highway vehicle (OHV). They are not street legal (not permitted on any public street or right of way). If these electric motorcycles are encountered on the public right of way they can be impounded.”
Off Highway Bikes or e-motorcycles:
On a highway they may be towed, but not driven. They must be registered and the driver must have a license.
For Parents: According to Vehicle Code 14607 CVC: No person shall cause or knowingly permit their child, ward or employee under the age of 18 years to drive a motor vehicle upon the highways unless such child, ward or employee has a valid license.
Espin explained that electric bikes are different than e-motorcycles and there are three classes of bikes.
Class 1 is a low-speed pedal-assisted bike. The motor shuts down when a speed of 20 mph is reached.
Class 2 is a low-speed throttle-assisted electric bike equipped with a motor used to propel the bike. Motor shuts down when a speed of 20 mph is reached.
Class 3 is described as a low-speed pedal-assisted electric bicycle that has a speedometer and a motor which provides assistance only when the rider is pedaling. When a speed of 28 mph is reached the motor ceases.
To operate a Class 3 electric bike:
Rider must be 16 or older.
Rider must wear a bicycle safety helmet.
Rider may not transport passengers.
BURGLARY CREW ARREST:
On Halloween, Espin reported that “LAPD had a good arrest yesterday possibly involving one of our burglary crews. Our surveillance unit was following a known vehicle that had committed a burglary in our neighboring division. The vehicle and suspects drove into West LA where our patrol units were able to locate them and take them into custody. This crew could possibly be related to several burglaries on the west side. With this arrest, hopefully we will see some of our burglaries tapering off.”
CRIME: October 20 through November 16
There were five crimes not reported on new mapping software: three thefts, six BTFV (burglary thefts from vehicle) and one grand theft auto.
BURGLARY:
October 20, 6:20 p.m. in the 1200 Block of Chautauqua Boulevard. The suspect smashed a rear window, entered, ransacked and removed jewelry and designer handbags valued at $45,400. There was no CCTV and prints were requested.
October 23, 4:30 p.m., in the 13700 block of Brinkley Avenue. A suspect smashed the rear door, ransacked and removed jewelry and designer handbags valued at $14,000.
October 26, 5 p.m. in the 200 block of Mabery Road. A suspect shattered a rear glass door, entered, ransacked and removed property. The victim was not at the scene and officers were unable to determine what type of property was taken.
October 29, 12:40 p.m. in the 17000 block of Livorno Drive. An unknown suspect smashed the rear glass door, entered ransacked and removed jewelry valued at $54,500. Suspect repositioned the victim’s surveillance camera during the burglary. Possible CCTV and prints were requested.
BFMV (Burglary from Motor Vehicle)
November 12, 12:45 p.m. in the 500 block of Los Liones Drive. Money was taken from the victim’s wallet.
BRANDISHING
November 15, 9:30 p.m. in the 1000 block of Corsica Drive. A victim was raking leaved when a male parked his car across the street from him. The victim watched the suspect, who was holding a knife while sitting in his vehicle. The victim asked the suspect what he was doing, and the suspect drove away.
HOT PROWL:
October 22, 2:30 a.m. in the 1200 block of Las Lomas Avenue. An unknown suspect entered the victim’s garage, which was attached to the residence. The suspect took the victim’s keys, walked out of garage and took the victim’s vehicle.
TOY DRIVE
The West Los Angeles Community Police Station is holding a HOLIDAY TOY DRIVE, through December 17. Unwrapped and new toys are sought for kids ages 8 to 12. Toys may be dropped off at the WLA Station, 1663 Butler Avenue front lobby.
